If your gamma is set correctly the 11 dark to light areas should be equal.

Is there a single best value for gamma?
No, but my choices would be:
1. Sunrise gamma = 1.4 - see actual sunrise photo used
2. Chapman's gamma = 1.7 - see actual Chapman's photo used
3. Fog gamma = 2.0 - see actual fog photo used
